2025 User Fee Study
The City of Vacaville has established Service and Facility Rental Fees to cover all or part of the cost of providing services and for maintaining the City’s rental facilities. The purpose of the fees and charges is to have the individual user pay for all, or a portion, of the cost of providing the service or use of the facility rather than spread that cost to the general public. It is also referred to as a Fee Schedule or User Fee Schedule.
The City Council reviews and amends the User Fee Schedule annually to include adjustments for CPI, typically in conjunction with the City’s Annual Budget Adoption. The purpose of the annual adjustment is to maintain fees and charges at a level that will keep pace with the actual cost of providing the services and maintaining the facilities.
In addition to the annual adjustments discussed above, the City of Vacaville occasionally completes an external review of the fee schedule as a best practice to ensure the City is aware of the true cost of providing the service for each fee and the percentage of cost recovery. The last User Fee Study was completed in 2017 to determine the full business cost of providing each service and the subvention (subsidy) rates for services.
The results of the User Fee Study will be posted upon completion of the study, with staff recommendations to follow.
